    The Generalitat of Catalonia, through the Secretariat of Digital Policies of the Department of Business and Employment, has promoted the testing of an artificial intelligence (AI) system that will allow the development, in the future, of generative AI assistants to facilitate citizens’ access to public information in plain language.<\/div>\n

    The proof of concept, developed by the Barcelona Supercomputing Center – Centro Nacional de Supercomputaci\u00f3n (BSC-CNS), has been carried out within the framework of the Aina Project<\/a> and has had the collaboration of the Autonomous Entity of the Official Gazette and Publications (EADOP) and the Center for Telecommunications and Information Technologies (CTTI).<\/p>\n

    The objective of the test was to respond to the challenge posed by the EADOP: to test an open source language model that allows the development of conversational interfaces<\/strong> to search for information within legal norms. In other words, a generative AI tool or assistant that allows the user to query the entire Catalan legal system in natural (non-specialized) language. <\/p>\n

    The results of this test allow progress in the research and development of tools that contribute to facilitating and improving citizens’ access to public information. All with the ultimate goal of achieving a closer and more accessible Administration and a digitally empowered citizenry also in their relationship with the documentation generated by public bodies. <\/p>\n

    The initiative is part of the strategy to promote artificial intelligence promoted by the Government, which recently created the General Directorate of Artificial Intelligence, Efficiency and Data in the Administration. This new unit aims to promote the use of artificial intelligence as a structural and transversal national policy, and responds to one of the first proposals made by the committee of experts that is leading the reform process of the Administration and public services. <\/p>\n

    RAG technology for natural language question and answer<\/h3>\n

    The test consisted of integrating information from the Legal Portal of Catalonia into an AI tool based on RAG (Augmented Generation of Retrieval) technology for natural language question and answer. In addition to BSC technicians and researchers, documentalists and jurists from EADOP and CTTI analysts worked on its development. <\/p>\n

    Through a coordinated working group, up to 2,000 questions with alternative answers in Catalan and Spanish have been validated, and the algorithms have been adjusted and refined to improve the model’s performance. All training data has licenses that comply with the requirements of the new European regulations on AI. <\/p>\n

    The proof of concept is based on the models developed with training with synthetic questions and datasets previously generated within the Aina Project, which make the development of this system possible.<\/p>\n

    These models are available openly in the Aina Kit<\/a> so that they can be downloaded by those organizations interested in having a competitive model ready for the indexing and exploration of large quantities of documents, a key tool for facilitating access to information and thus improving the experience of the user who consults it.<\/p>\n

    About the Aina Project<\/h3>\n

    The Aina Project generates and makes available to everyone linguistic resources, corpora and advanced models so that developers of AI-based applications can easily do so in Catalan, with the ultimate goal of being able to relate and live fully in Catalan also in the digital sphere.<\/p>\n

    The Generalitat de Catalunya promotes and leads the Aina Project within the framework of the Artificial Intelligence Strategy of Catalonia<\/a> , through the Secretariat of Digital Policies of the Department of Business and Employment and in collaboration with the BSC-CNS. The strategy seeks to strengthen the Catalan AI ecosystem and promote solutions based on this technology that improve business competitiveness and people’s lives. <\/p>\n<\/div>\n<\/div>\n
